Yes! in all online purchase (including over the phones) you (as a non business customer) are protected by a 14 day cooling off period. Bear in mind that this type of phone service will be new for non business customers so it may need some changes to the law to accomodate these sales as it encompasses, software (digital) broadband and physical products which have different rules for online selling.
